Just a friendly reminder that there is still time to apply for EPA’s 2011 P3 – People, Prosperity and the Planet – Program. This is a unique grant opportunity for college and university faculty and students. Through this hands-on design competition, student teams and their faculty advisors receive $15,000 grants to design scientific, technical, and policy solutions to sustainability challenges around the world. Projects can address a challenge in one or more of these areas:        water, energy, agriculture, built environment, materials & chemicals.

Teams use the $15,000 grants to design and develop their projects in the 2011/2012 school year. Then in the spring of 2012, all teams will come to Washington, DC, to compete for EPA’s P3 Award at the 8th Annual National Sustainable Design Expo. The students’ projects will be evaluated by a panel of experts convened by the American Association for the Advancement of Science. EPA will use these recommendations to choose the P3 Award winners  who may receive an additional grant up to $90,000 to further develop their designs, implement them in the field, and take them to the marketplace.

Call for Papers: 7th Annual Conference on National & International Security

The Student Association on Terrorism and Security Analysis (SATSA), a graduate student organization at Syracuse University, will be hosting its 7th annual Conference on National and International Security on February 25th, 2011 at the Maxwell School of Syracuse University, in association with the Institute for National Security and Counterterrorism (INSCT) and the Moynihan Institute.  In preparation for the conference, we are soliciting universities, think-tanks, and research institutes from around the country to submit papers for consideration to be presented at the conference and published in the Journal on Terrorism and Security Analysis, which is published by SATSA.  SATSA will reimburse the travel and hotel expenses of those selected to present at the conference.

We would appreciate it if you could disseminate our Call for Papers to students and faculty throughout your department.

Tenure-Track Assistant Professor of Environmental Policy/Law

The Social Science and Policy Studies (SSPS) Department at WPI announces a tenure track faculty position in Environmental Policy or Law. The position will be filled at the Assistant Professor level.  The selected candidate will teach introductory courses in public policy or law and environmental studies, as well as advanced courses in an area of expertise. Faculty are also expected to advise students in WPI’s unique undergraduate research program.

A candidate should have a Ph. D. in political science, public policy, or interdisciplinary environmental social science. Candidates with expertise in international environmental policy are particularly welcome. The ideal candidate will be able to demonstrate excellence in both teaching and research.  We especially seek colleagues who are interdisciplinary in their approach to environmental policy and who have the ability to form research and teaching partnerships with other WPI faculty in the social sciences, humanities, sciences, and engineering.

The SSPS Department at WPI has multidisciplinary faculty offering undergraduate programs in economics, law and technology, psychology, public policy, system dynamics, and society-technology studies, and graduate programs in the learning sciences and system dynamics. SSPS also serves as the lead department for WPI’s interdisciplinary environmental studies program. AESS Announces Launch of New Journal of Enironmental Studies and Sciences

AESS Announces Launch of New Journal of Environmental Studies and Sciences.  We are pleased to announce the launch of the Journal of Environmental Studies and Sciences (JESS), the official publication of the Association for Environmental Studies and Sciences (AESS).  The Journal will be issued quarterly in electronic and hard copy by Springer Publications beginning in early 2011.  We invite you, the AESS members, to submit articles for the Journal and welcome feedback for future issues.

The Journal, available to all AESS members, provides a peer-reviewed, academically rigorous and professionally recognized forum for the publication of explicitly interdisciplinary environmental research, policy analysis and advocacy, educational discourse and other related matters.  Contributions are welcome from any discipline or combination of disciplines, any vocation or professional affiliation, any national, ethnic or cultural background. Best Paper Award

$2,000 Award:  Best Paper in Public Management or Leadership Presented at the
2011 Public Management Research Conference

The Department of Public Administration at the Maxwell School of Syracuse University is pleased to announce the Howard G. and S. Louise Phanstiel Award for the Best Paper in Public Management or Leadership with an emphasis on strategic management presented at the 2011 Public Management Research Conference.   The award carries with it a prize of $2,000.

Howard Phanstiel earned his MPA at the Maxwell School of Syracuse University in 1971.  Shocked and saddened by the lack of effective government response in the aftermath of Hurricane Katrina, Phanstiel and his wife, Louise, donated $5 million to the Maxwell School to bolster the training of public leaders and to generate first rate scholarship in public administration.

All papers on the topic of public management or leadership with an emphasis on strategic management accepted for presentation at the 2011 PMRC will be considered for the award.   Authors need only to indicate that they would like their paper considered for the award when their final papers are submitted electronically.  Papers will be judged by a committee of scholars.  The winner will be announced in September, 2011.

Research Paper, etc.

Hello,

I was looking to see if anyone would be interested in doing writing a research paper or something on an 18,650 acre airport that was going to be built in Columbia – Waterloo – Milstadt area in the 1970′s. At first it was going to be a passenger airport  then a cargo airport. My grandma, Maurine Kruse was VP of the group called HUSTLE (Help Us Save The Land and Environment) and fought the airport for a decade.  We have a trunk of newpapers, letters to/from congressmen, cassette tapes of proceedings, maps, etc. We also have photos from archeological dig that took place on my grandparents ground where they found never before seen aquatic life which I think was what ultimately halted the pursuit of the airport.

I wasn’t sure what school department would be interested in this, but I googled the airport and the only reference to it was in the IL archive, and most people around here do not even know how close it could have been that their homes could have been under concrete.  Please forward to anyone you think may be interested and they can contact me kruse96@hotmail.com.

PS – If you know anyone interested in antiques, wagon parts, old farm tools, soda bottles, canning jars etc, we are having an auction this weekend (Oct 9, 2010) in Waterloo IL.  The farm has been in the family for generations and all the barns, sheds and house are getting cleaned out.  I was hanging onto the airport papers in case someone wanted to write something about it.

We invite proposals that address the conference theme — Strategic Management of Public Organizations. The conference aims at fostering a critical assessment of the state of research and practice of strategic management in and of public (and non-profit) organizations on both sides of the Atlantic. Our goal is to facilitate a dialogue between and among scholars from Europe and North America to uncover areas of convergence and divergence regarding public strategic thinking, acting, learning, and managing in and of public services, organizations, collaborations, institutions, communities, and broader environments and their related outcomes.

We therefore call for contributions that advance understanding of the theory and practice of public strategic management and its context, content, forms, processes, and outcomes. The questions posed by the conference working groups will help you identify the group best-suited for your contribution.

You are invited to submit proposals for papers to be delivered at the Seventh Transatlantic Dialogue on Strategic Management of Public Organizations. The Seventh Transatlantic Dialogue on Strategic Management of Public Organizations continues the successful series of dialogues that have previously been hosted by:

The Transatlantic Dialogue is an annual conference jointly organized by American and European scholars of public management and aims at fostering intellectual discourse for advancing teaching, research and practice in the field. The effort is the result of collaboration between the American Society for Public Administration (ASPA) and the European Group of Public Administration (EGPA). At this year’s conference participants will examine various aspects of the role of strategic management in public organizations as outlined in the workshop proposals. Subsequent to the conference, commercial publication of selected papers as a scholarly volume is very likely, and presenters will be expected to grant priority publication rights for that volume if they are approached by the editors within sixty days of the conference.

Conference Location & Registration Fee

The 7TAD conference, www.7TAD.org, will be held at the School of Public Affairs and Administration, Rutgers University in Newark, NJ from 23-25 June, 2011. With its proximity to New York City, Philadelphia, and Washington D.C., Newark offers a great setting for the conference. Unfortunately, no funding is available from the conference for travel and lodging and all participants (conference co-chairs, workshop co-chairs, speakers) pay the registration fee.

Notification of Acceptance: February 1, 2011

Each working group will accept no more than ten papers. Two to three papers will be presented for discussion at each working group session. Each working group meets for seven sessions. Paper presenters must be in attendance for the entire schedule of sessions during the three day conference.

Working group 1: Strategic management in public organizations and services: State of theory and research

The goal of this working group is to compare, contrast, and assess the state of theory and research on strategic management of public organizations and services on both sides of the Atlantic. The topics of interest include: external and internal factors that influence public organizations/services; forms and processes of strategic thinking, acting, learning, and managing; and the benefits, consequences and challenges of applying various strategies and approaches to strategic management. This working group will explore questions such as: 1) what is the current understanding of key concepts relevant to strategic management, e.g. strategic vision, strategic thinking, strategic leadership, strategic planning, strategic assets, strategic commissioning, core competencies and capabilities, etc? 2) Which strategic management theories are relevant to studies of public organizations? Where are the research gaps? 3) Is the methodology employed for empirical studies of strategic management in public organizations congruent with the theories and concepts being studied? Are there specific areas of concern regarding measurement of constructs, research designs and analytical methods used? The aim of the workshop is to encourage a move towards closer understanding of and agreement on definitions and concepts, to identify areas that need theoretical understanding and to foster innovative research approaches and methods.

Working group 2: Strategic management, politics, democracy and good governance

This working group will focus on effective governance (nationally and more locally) and comparisons and contrasts between European and North American experiences. It is understood that good governance requires suitable organizational architecture, transparency and accountability in organizational processes and empowerment of various stakeholders. We encourage contributions that examine issues pertaining to effective governance and especially the development of the infrastructure and capacity for governance of public organizations. Studies that focus on the political management dimension (the link with politics, political leaders and political elites) of strategic management in government are relevant to this working group. These studies could examine the political tactics for pushing strategies in crises, e.g. oil spills, terrorism, and natural disasters) and the governance challenges posed by the politics and political tactics. The working group may also analyze the role of elected politicians and public managers in creating coherence between processes of strategic management, democracy and governance.

Working group 3: The forms, processes, tools, techniques and technologies of strategic management in and of public organizations and services 5

The working group will address the specific forms, processes, tools, techniques, and technologies that have been applied in strategic management in public organizations and public services in North America and Europe. The working group should give close attention to empirical studies that offer an understanding of how they actually work and what the advantages and disadvantages of their application are in different circumstances. The group might investigate how the processes, tools, techniques, and technologies can be assembled by public leaders and managers to suit different circumstances and to achieve specific outcomes.

Working group 4: Strategic management and public services innovation and reforms

The aim of this working group is to understand the centrality (or not) of the varied forms of strategic management to innovation and reforms in public services on both sides of the Atlantic, ranging from civil service and HRM reforms to budget reforms. We especially invite contributions that use data to model actual patterns of innovation and reform in different countries and their relationship to strategic management. Relevant data may include public sector award initiatives (e.g., awards by the Kennedy School of Government and the more recent EPSA awards). Questions that can be examined might include: 1) what is the role of strategic management in identifying the need for innovation/reform? 2) How can strategic management thinking and practices facilitate or hinder innovation/reform? 3) How can entrepreneurship within/outside the organization contribute to innovation in the public sector organizations?

Working group 5: Strategic management in the public services – difficulties and disappointments in good times; realities during periods of fiscal crisis and austerity

While the benefits of strategic planning and management in public organizations and public services are often assumed, the difficulties and disappointments should also be appreciated. The purpose of this working group is to investigate the ways in which strategic management initiatives may prove unsatisfactory and disappoint public services leaders. What lessons can be learnt from these experiences on both sides of the Atlantic? This group will also focus on the role, nature, benefits, and limits of strategic management during fiscal retrenchment and austerity, a matter which has become highly topical in the last year or two.

Working group 6: Strategic partnerships, networks, and strategic commissioning in the public sector

Strategic management as a practice in public organizations and services has been emerging from several waves of innovation and reform. New organizational forms have emerged in the public sector, e.g. strategic partnerships which facilitate inter-organizational co-operation and strategic commissioning which enables government purchasing and commissioning. What are the “politics” of these partnerships and commissioning? Which factors contribute to effective management and success of these inter-organizational relationships? What are other forms of inter-organization relationships that are emerging in the public sector (e.g. public-private partnerships) and how do these emergent forms contribute to public sector organizations? What can we learn from cross-Atlantic comparisons?
