Wilder School Award for Scholarship in Social Equity and Public Policy Analysis

Wilder School Award for Scholarship in Social Equity and Public Policy Analysis

Purpose of Award: The L. Douglas Wilder School of Government and Public Affairs at Virginia Commonwealth University seeks to encourage and recognize excellence in scholarship in social equity and public policy.  The Wilder School Award for Scholarship in Social Equity and Public Policy Analysis is given for exemplary published scholarly articles that will advance the understanding and consequences of social equity.

Background: The first Wilder School Award for Scholarship in Social Equity Analysis and Public Policy Analysis was presented at the 6th Annual Social Equity Leadership Conference in Richmond, Virginia co-sponsored by the National Academy of Public Administration (the Academy) and the L. Douglas Wilder School of Government and Public Affairs at Virginia Commonwealth University in 2007.  This initial award was given to honor the lifetime achievements of Professors H. George Frederickson and Philip J. Rutledge to the understanding of social equity.

Nature of Award: The author(s) of the selected published academic article will receive an award and recognition at the Academy’s annual Social Equity Leadership Conference, to be held June 8—10, 2011 at Binghamton University. The award is offered on an annual basis, pending receipt of suitable submissions. There is no support available for the cost of travel to receive the award.

Eligibility: Any published research article, published after January 1, 2008, that includes social equity and public policy analysis, submitted by the deadline and adhering to the specific guidelines is eligible for consideration for the award.

Submission Guidelines:  
*   Six hard-copies of the published article (including the publishing journal information, publication date, and names of all authors)
 *   Brief nomination letter including justification of how the article advances the scholarship of social equity and public policy analysis (self-nominations will be accepted).

Selection Procedure: A selection committee will be appointed by the L. Douglas Wilder School of Government and Public Affairs and the Academy’s Standing Panel on Social Equity and Governance.  The committee will review all papers eligible for the award.

Deadline for Submissions: All proposals must be post-marked by April 1, 2011 for announcement at the 2011 Social Equity Leadership Conference. The awardee(s) will be officially notified by May 15, 2011.

Race to Nowhere

RACE TO NOWHERE

The much acclaimed documentary film “Race to Nowhere,” a film which depicts and discusses the stress placed on American high school students, will be held at St. Louis University, February 16th, 7pm, “free of charge”.  The screening, sponsored by the School of Medicine and the Department of Educational Studies, will be held in the Anheuser-Busch Auditorium in Davis-Shaughnessy Hall, 3674 Lindell Blvd. Discussion led by Stuart Slavin, Associate Dean for Curriculum at the School of Medicine, will follow the screening. Tickets are free but registration is required. A concerned mother turned filmmaker aims her camera at the high-stakes, high-pressure culture that has invaded our schools and our children’s lives. Race to Nowhere points to the silent epidemic in our schools: cheating has become commonplace; students are disengaged; stress-related illness and depression are rampant; and many young people arrive at college and the workplace unprepared and uninspired. Race to Nowhere is a call to action for families, educators, and policy makers to challenge current assumptions on how to best prepare the youth of America to become healthy, bright, contributing and leading citizens.

The Korean Association for Policy Studies (KAPS) proudly invites you to join our 2nd International Conference, which will be held at Grand Hilton in Seoul, Korea, on June 17-18, 2011. The conference theme is “Fairness in Public Policy: Efficiency, Equity, and Beyond.”

Background
After the global financial crisis, one notable trend is a shift in the paradigm of public policy to fairness. A fair society should be more than one in which nobody is above the law and all play by the same rules. It should be more than a society concerned mainly with efficiency and equity. Besides equitable and just, ‘fair’ also means adequate, reasonable, and clean. The premise underlying this conference theme is that fair public policy should reflect all of these qualities. Globalization also requires fairness for collaborative global governance. All together, we are facing a big challenge that calls for a broader and future-oriented paradigm in our pursuit of public policy that aims for efficiency, equity, and more.

Keynote Speaker: Dr. Helen F. Ladd, 2011 President of Association for Public Policy Analysis and Management (APPAM) and Edgar T. Thompson Distinguished Professor of Public Policy and Economics, Duke University.

Conference Theme and Sub-Themes
The purpose of the conference is to bring together scholars, practitioners, and students from a wide range of public policy fields to discuss theoretical and practical issues of fairness in public policy. To better understand how changing economic conditions are associated with rates of violence against women and youth violence, victimization trends for the period 1973 to 2008 are presented and their relationships with poverty and other economic indicators are discussed. Do you have community building, natural resource, or planning projects that you do not have enough staff or resources to complete?
 
The Resource Assistance for Rural Environments (RARE) Program might be your solution.
 
The mission of the RARE Program is to increase the capacity of rural communities to improve their economic, social, and environmental conditions, through the assistance of trained graduate-level participants, from across the US, who live in and serve the communities for 11 months. RARE participants assist communities in the development and implementation of projects for achieving a sustainable natural resource base and improving rural economic conditions.
 
The RARE program is now in its 17th year, over the years it placed more than 300 volunteers and served nearly every Oregon county.

Year 16 in Numbers

RARE completed its 16th year in 2009 – 2010.  Our thirty-three participants served in communities across the state from Port Orford to Enterprise and Lakeview to Scio.  Collectively, our participants organized over 1,000 community volunteers for a total of almost 6,000 additional service hours in their communities.  RARE participants leveraged another $165,000 in grant funding for community specific projects with an additional $2.1 million pending.  Here are some more numbers from 2009 – 2010.

Public desire for better services from government is universal, but the approaches taken to improve public services, and the outcomes achieved, vary dramatically from country to country.  Researchers and practitioners around the world have learned much about the factors that influence efficiency, effectiveness, equity, and responsiveness in public service design and delivery across different contexts.  Lessons emerging from developing and transition countries have potential to shed new light on longstanding questions about public service performance. 

In an effort to consolidate these lessons, the Higher School of Economics (HSE), the Russian Federation Ministry of Economic Development, and the University of  aryland School of Public Policy (UMD), in collaboration with the Association for Public Policy Analysis and Management (APPAM), will hold a conference in Moscow June 28-29, 2011.  The conference is designed to attract a worldwide audience, including academics and professionals from universities, think tanks, government agencies, the private sector, civil society, and beyond. 

Papers are solicited on all aspects of public policy and public management associated with improving the quality of public services at the local, sub-national, national, and regional levels. Cross-national and comparative papers are encouraged, as are papers that explore the exigencies of public administration in the Russian Federation while advancing concrete proposals to improve public services for Russian citizens.  Papers will be presented in topic-oriented panels with presenters and discussants.

Essay Contest

I am pleased to announce that kaiserEDU.org will launch its fifth annual essay contest on January 19, 2011. Students will be asked to submit an original essay of no more than 1,000 words. If the essay topic is relevant to course work you are preparing for next semester, you may wish to include the contest as part of your class assignments, as other professors have done in past years.

Essay Topic:
In March 2010, President Obama signed the Patient Protection and Affordable Care Act (ACA).  There has been extensive debate over the law and Americans remain divided about what lawmakers should do going forward, with some favoring expansion of the law, some wanting to leave it as is and focus on implementation, and some wanting to repeal parts of or the entire law.  You’ve just been hired as a health aide to a newly elected member of Congress (choose one) who has asked you to prepare a memo summarizing what the next steps should be on health reform.  In 1,000 words or less, please explain and justify your recommendations, identify major challenges, and discuss how they could be addressed.

Undergraduate and graduate students will be judged separately and the first-place winners will be awarded $1,500; second-place winners will receive $750. Complete details, dates, rules and regulations for the essay contest will be available online by January 19, 2011 and all essays must be submitted by February 28, 2011.

Kansas City, MO Cookingham-Noll Management Fellowship

I wanted to let you all know that Kansas City, Missouri’s Cookingham-Noll Management Fellowship will be renewed for FY 2011-12. We will be accepting applications for the fellowship starting December 19th. Please pass this along to your students who will be completing their course work by May 2011. They can find the link to the fellowship website by visiting http://kcmo.org/manager.

The deadline for applying is Monday, January 10, 2011. We have to turn around applications quickly because we are working through our human resources department this year. Applicants will need to complete the online application and supply a cover letter, resume, 3 letters of recommendation, and complete a writing exercise.
