Speaker:Stephanie Karr – Curtis, Heinz, Garret & O’Keefe
At the January 27 luncheon, Stephanie Karr, principal with Curtis,
Heinz, Garrett & O’Keefe, will present the legal aspects of regulating
rental properties. This regulation poses both legal and political issues
for cities and unincorporated areas in our region. A local govern-
ment’s authority to track occupancy and enforce building and zoning
codes varies depending on classification. Ms. Karr will provide exam-
ples of how local governments have worked to ensure rental proper-
ties remain valuable assets to communities, based on her experience
assisting cities and counties with their regulation. Ms. Karr will also
explain how regulatory authority varies based on the authority pro-
vided by either state statute or a municipality’s governing charter.
Regulating rental properties can also be a political hot-potato. Ms.
Karr will touch on this aspect of the regulation issue as well.
This session will be submitted to AICP for approval for 1.5 CM (Law) credits
